I wouldn't be so sure about the "serious intelligent" part - Putin seems to have miscalculated the ease with which Ukraine could be taken. We'll see how this plays out, but so far it is not following Putin's best scenario.

Putin is an arrogant fool. He told the Ukrainians, a nation the size of Texas with 40 million people, that their nation was illegitimate and he was going to wipe them off the face of the earth. What on earth did he think was going to happen when his invaders showed up? He believed his own propganda and thought the west was weak. He went a bridge too far and now risks getting the Mussolini treatment from his own people.
