The fact is, that it is a sizable investment and if the Germans impose sanctions the owner could see it moved beyond their reach. Strip away the nationalities and just call it “Nation 1” and “Nation 2”; if you were a citizen of Nation 1 and your $100m+ yacht was in a shipyard located in Nation 2, and Nation 2 was going to level sanctions on Nation 1 and thus deprive you of your investment, wouldn’t you move it?
