A strike: maybe ‘almost’ illegal.

Problem is with "almost" is they keep on finding reasons to expand the conditions in which it is used.

It is the nature of things to expand until they run up against something that pushes back.

And people, especially nice polite civilized people do not tend to push back. "It is just a little thing, a trifle, hardly an inconvenience and you are just being unreasonable and paranoid," they say.

I think part of what drives these things is fear. From police officers it is the fear of getting overwhelmed by adversary firepower, so they rely on the bullshiite tactic of blindsiding, gang level violence, and numerical superiority. Technology is helping to overcome that need. All ya gotta do is knock down the door with a door robot.

The adrenaline cowboys don’t like this approach because they want the rush and the glory. And there are parallel approaches like blocking up the sewer system 15 minutes before the raid, not exactly spectacular but very effective police work.
