Ferget the map. Per the report, it says he made a left turn on a red light. I think that would qualify as being at fault/liable.
The diagram you posted fits the photos. Looks like he was parked at the red light and the Prius turned wide and ran into him. I wonder if there are other roads nearby that are two-lanes or two lanes but one way that the Prius may have gotten confused? She didn’t just sort of stray over the line - she was IN the lane.
I looked on Google Earth. On Allenford it has two lanes at the “T” intersection. The left lane is left turn only, the right lane is left turn and right turn.
Sunset Blvd. is two lanes. I can’t imagine that the Prius driver got confused and attempted to turn right from the far left lane?? (Forgot if she was coming or going!)
I have been caught sometimes when something is just a bit different. Where I live almost every intersection with a dedicated left turn lane has a green arrow to turn left. But every so often it is just a green light, and the oncoming traffic doesn’t have to yield. When I first moved out here I almost turned left into traffic thinking it was a green arrow.
