Yeah, the article is doing its best to slant this story, but, with very few exceptions, no one gets tickets for crashes out here. One excepion would be DUI.
I should probably add, if the police write a report and find fault, it has the same impact on your driving record. If you are found at fault, it is a point.

Police cannot cite a traffic violation without witnessing it. They can, however, make a decision regarding the primary collision factor in the traffic collision report.
Poor judgement on the part of the police to not cite him. That violation is part of an investigation...
If one is in the intersection trying to turn left when the light turns red...it is legal to continue the intended turn...in Cali...at some intersections, drivers coming in opposite direction can block a driver from turning left .If a driver is then stranded in the middle of the intersection, the cross traffic will be blocked..so the law allows you to finish the turn. If a driver is not in the intersection...they must not turn.
