I talked to a civil engineer in Hong Kong many years ago. He said the only way to fix the infrastructure problems in Jakarta was to burn it down and start over.
Maybe the government there agrees? Or maybe they want a location that is tsunami proof.
Nigeria did something similar, moving their capital out of Lagos to Abaju.
