A headline is not poetry, nor is it to be hyperbole, and "You’ll need Vaccination papers to go outside in DC…" is indeed saying just that, and nowhere does its very brief (aside from ads) page state otherwise, but taking the mayor out of context, it simply quotes him stating on his Twitter feed,
"Remember that starting Saturday you will need these three things before heading out:
1. Proof of Vaccination (12 years +)
2. Proof of Vaccination and Photo ID (18 years +)
3. Mask
Yet it does not link to that Twitter post itself, which states "If you're heading out to a restaurant, bar, or nightclub starting Saturday, you will need:"
Therefore citizenfreepress.com did indeed post a misleading clickbait headline, and did not explain it, which no one would know was not accurate unless they went to an external link. Which, judging from experience here, very few do. And which misleading clickbaiting is seen far too often, and impugns the integrity if conservative media, as well as that of us if we defend them. That is the overall case as the list of forbidden zone unless zapped venues is extensive, and the list of exemptions is very small.

I am not zapped at age 69, with a lifestyle that is not in crowded indoor places, and do not intend to be so, and being fit and healthy leaves one to be very little danger due to Covid infection, more so with acquired immunity, and at best their own data increasingly attests vaccination being of limited effectiveness and decreasingly so (otherwise the vaxxed would have no fear of the unvaxxed), while they are experimental with likely under-reported adverse events.

Absurd. Citizen Free Press is simply one of the least credible careless commercial clickbaiting headline grabbers so as to get money from ads (with over 150 network requests in the first minute) with secret ownership, while as explained and ignored, I do not quote the CDC due to great faith in their credibility, but because they are what the Covidphobia prison promoters invoke, while using their own data I show the picture that does not get headlined by such, and massive amount that is hardly even reported, at least not as a compilation.
That is how the war must be fought, not misleading clickbait headline that enables the biases fact checkers to label such as fake news. But that presumes you want to fight the war on their own turf.
Again, you take the phrase before you head-out as meaning more than was intended. Get over yourself. Your research ability falls flat, and your comprehension skills suffer even more.
