Unless Baldwin is a complete moron (all jokes aside) the time to glean anything incriminating from the phone has long passed. In the time between when the warrant was issued and when he turned in the phone, it could have been wiped completely. Repeatedly. All the phone could do not is corroborate the tower information that may have been collected to his phone... assuming that the phone that he turned over is the actual phone.
Why don't they just send Santa Fe the phone?

Bit too late. It appears the law enforcement officials in New Mexico did not do a very credible investigation. That whole set and the people on it should have been immediately locked down, evidence and statements taken and the shooting should have been recreated to learn just how it occurred and where everyone was at the time.
Baldwin will never be charged.
