The way it works is a letter stands for another letter. For example: AXYDLBAAXR is LONGFELLOW (does not apply to today's cryptogram).

I think the author is saying that if one chooses to be honest because "honesty is the best policy," the person made a trade-off decision between reasons to be honest or not honest.
Simply being honest as a matter of doing the right thing removes the trade-off decision because there is no "best" policy to find, just the "only" policy to do.

I have to admit that I was so wrong about this one. In solving the CG, I used Dr. instead of Mr. and not ever having heard of this author, I looked up Dr. Robert Anthony and found him to be a self-righteous liberal Psychologist. Thus my comments and conclusion that the author is crazy.
This morning (Friday), seeing PJ’s comment to me I went to check the answer to the CG and see that it is Mr. not Dr. so I googled the wrong author yesterday. sorry guys, y’all probably think it is me who is crazy.
