The local concealed carry class requires a minimum of 38 S&W Special. It is taught by former policemen and sheriff’s deputies so it’s safe they know what they are talking about.

Most CCW course (that require a live fire test) require a center fire gun, usually 380 cal or bigger. The safety issues between rim fire and center fire are the same. The main issue is reliability, as I described, and stopping power. Also, during a course, an instructor doesn't want to hold up the entire class because one person has a poorly chosen unreliable gun that keeps misfiring or jamming.

When I was a young man I watched a guy on drugs keep coming against a baseball bat, hit after hit after hit and still chased the guy with the bat across the parking lot. It made me realize how hard it really can be to stop a human with intentions to harm you. If you are going to fire body mass, there is a minimum of energy mass needed to stop someone. Now if you think you are good enough to aim for and hit them in the forehead a 22 might be enough, good luck. Aiming body mass it will most likely not be enough to stop someone drug crazed and feeling no pain.
