I made the mistake of looking at that photo today. That is the stuff of your worst nightmares come true. Horrifying & grotesque.
This guy is one of the few serial killers who sent chills down my spine. There is no good reason he’s still alive.

I read his daughter’s book “A Serial Killer’s Daughter”. All the killings were carried out during her childhood. Interesting read. Actually I think they got her DNA from college medical exam to compare and that helped catch him.

He worked for local government and took great pleasure in punishing people for small infractions.

The guy had a many varied career [psycho] path.
Not so certain on the DNA; his need for publicity is what got him. He called one of the detectives on the case while he was still on the outside and asked him if floppy disks could be traced. Of course he detective said no. He then proceeded to mail a floppy disk with some info on it, source analysis traced the disk to the church he was working at, voila - captured BTK.
Also upheld by such ancients as Augustine and, of course, is Biblical. It's hardly a fringe Christian belief. But to be "saved" is to be regenerated, which means you don't go around binding, torturing and killing innocent people.
Should have been executed years ago.
You are correct, he created the disk on his church computer and they got church name and “Dennis” there. Then they subpoenaed the daughter’s college medical samples. Her DNA direct matched victim semen etc.
She said she forgives but I don’t feel sh is the one to forgive.
