Signed by Francis Collins, as director of NIH. This shows that the NIH re-started funding of gain-of-function research under the outgoing Obama administration, one month before the Trump inauguration.

"...Marc Lipsitch, an epidemiologist at the Harvard TH Chan School of Public Health in Boston, Massachusetts, told Nature journal that gain-of-function experiments 'have done almost nothing to improve our preparedness for pandemics - yet they risked creating an accidental pandemic'."

Began under Obama. Trump continued it. Biden is continuing it.

All federal spending must be approved by Congress. All spending bills originate in the House of Representatives. The GOP controlled both the House and Senate during the first 2 years of the Trump administration under Speaker Ryan and Majority Leader McConnell. Clearly there was no attempt to stop gain of function research by either the Trump HHS Secretary or the GOP Congress. Of course the GOP Congress also failed to end funding of Planned Parenthood, PBS, Obamacare, or any other liberal program when it had control of Congress.

History shows us the GOP in power will simply perpetuate every program or law the previous Democrat administration puts in place. Programs are never cancelled. For decades we have been seen a cycle of escalation. The only thing the GOP in power ever rolls back are taxes, and most of the benefit of the tax cuts always flows to the wealthiest taxpayers (the donor base for both political parties). Plus the GOP in power shovels money into “defense” which means endless wars and military actions around the globe which increase government debt exponentially, kill and maim US military personnel, and do nothing to make the homeland more secure. Yet when it comes to real defense, like securing the southern border, the GOP majority Congress during first two years of the Trump administration would not vote to fund the wall. Trump had to divert other defense department funds to start construction of the wall.

For decades there has been an endless cycle of expansion of government spending and power. Unless the GOP is willing to make real (not accounting gimmicks) and substantial (over 1 trillion dollars) reductions in spending if it captures both houses of Congress in the upcoming elections, it is game over for the republic. The fact the GOP leadership has decided not to run on a platform like the 1994 “Contract with America” gives me little hope a Speaker McCarthy and Majority Leader McConnell will do anything more than Speaker Ryan and Majority Leader McConnell did during the last two years of the Obama administration and first two years of the Trump administration.

Instead of making real promises to the American people, McCarthy and McConnell are behind the scenes making promises to big donors and preparing to collude with Democrats if they capture Congress for the last two years of Biden’s reign. If the historical pattern continues, the GOP Congress in power will pay lip service to its voter base and make a spending deal with the Democrats. Yes there will be a lot of noise made during the appropriations process for the benefit of the GOP voting base but in the end we will be told they couldn’t do much due to Biden’s veto threats. In return for perpetuating all Democrat programs in monster appropriations bills, there will be billions of dollars of targeted spending for the millionaire and billionaire GOP donors hidden in the thousands of pages of the legislation passed. The future of the Republic and the welfare of the middle class be damned.

Expect Fauci and his successors to be collaborating with, and helping to fund, the Wuhan lab for as long as they wish even if a Republican Congress is elected in November. I have yet to hear my GOP Congressman, or two GOP Senators, make a statement against Fauci. In fact, other than Rand Paul and Jim Jordan I hear nothing from the GOP suggesting it will hold Fauci accountable for anything.
