Port of Los Angeles Announces Dwell Fees for Empty Export Containers

The Port of Los Angeles has announced plans to begin charging ocean carriers a dwell fee for empty containers lingering in marine terminals to combat congestion, adding pressure for carriers to pick up empties for transport back to Asia.

The fee will be similar to the import container dwell fee announced in late October, which has yet to be implemented.

The new empty fee is still subject to approval by the Los Angeles Harbor Commission and would take effect on January 30, 2022, at the discretion of the Executive Director.

Tax the crap out of that. That will get the containers to grow legs and walk out of the port.

Used to be in that industry. A terminal like mentioned has to have new staff just to hound, sometime for years the shipping companies, and trucking to collect the obligated fees. Europeans were the worst. They hate to pay for anything, and stall, pee, and moan when they are accosted to pay up.

We used to ship our empties back to ports of call that needed them on every vessel when I worked for one foreign Container Shipping company-Israel. Only made sense. I always thought others did as well, but I guess not.

Do the ocean carriers have any control over how long empty cargo containers sit around? I seriously doubt they want to hang around any longer than they need to.

I guess the fees are in line with a similar fee mandeted by feckless Lesgo Brandon

$100 a day per container and increasing by $100 a day for each container.

For a 20,000 equivalent container ship....its more profitable to go through the Panama Canal and unload in Miami.

7 Days IIRC. Then they charge demurrage (I don’t recall the rate) beyond the 7 days.

Just another thought for you. Often the consignee’s would use the inbound freight containers loaded with their product as warehouses that often extended their allocated time for those shipping containers. Sometimes as much as a month. They then turned them to the truckers to return, and the truckers would get billed the demurrage. Of course they never would pay, and the shipper, a valued customer got off scot free. The shipping company would eat the demurrage rather than lose the shipper/consignee.

There are containers scattered everywhere - not only at LA-Long Beach but in vacant lots, RR Yards, Warehouse Parking lots, etc.

The problem is chassis - the Ports are missing 7000 chassis - there is no way to move the containers.

It is a big mess that no one has answer for.

Yes, you are correct about the chassis, but as I said the consignee’s use the containers for warehousing, and the chassis remain under the containers. It adds up to a lot of under utilized equipment, and disrupts the shipping cycle.

Consignee’s need to be more active in the shipping cycles, but they don’t care. It’s always somebody else’s problem.

Exactly, and then Marketing cancels the rules to protect the Shipper/Consignee if of course they are major user of the shipping lines services. None of them ever have to abide by the rules.

Some warehouses in the Inland Empire are trying to do trans-loading to free up containers and move the freight by regular truck. Takes a lot of labor to unload the boxes.

You are correct about the consignee’s - Do you follow Wendy Fung from Long Beach? She has the inside scoops on this mess.

No I never heard of her. Retired from the Harbor(s) in 1995. Still follow the Harbor news though.
