The CV, even with the police package, had less than 250 HP under the hood; it's an under-powered car, except for possibly the grandmother who drives it to church on Sunday mornings. The Dodge Charger starts at 305 HP (with the V6) and goes as high as 470 HP (with the 6.4L V8).
The bottom line is that Ford never designed its car to be driven aggressively; Dodge did.
Ford might be able to boast about the high mileage its cop car attained, but there is no shortage of videos of police chases throughout SoCal where the CV could never overtake the perp; the high mileage of the CV came with a high price.

At a recent local car show I was chatting with a Hernando Cty, FL Deputy, their still using Chargers. I joked with him saying that "REAL Chargers only have TWO doors" (I had a 1968 Charger long ago) He had a good laugh over that :)

Crown Vics were seriously good cars. And you can get them cheap on the used market. Or you could before the spike in prices.
