If Republicans win the House back in 2022, they should end the Home Rule charade. The only way is for Congress to strip the Mayor and City Council of their abused authority.
Stripping the city council and Mayor Bowser’s authority is well within congressional rights. The Constitution plainly states the power to govern D.C is Congress’s, and the District’s charter makes plain that Home Rule is a privilege.

I’d add Congress should divest itself of the inhabited regions by retroceding the remaining property back to Maryland, retaining official DC as a government town.

Abolish all forms of welfare payments in DC. That will clear things out a bit.
The homes could then be filled with foreigners undergoing a 6 month fitness test for citizenship. A district Ellis Island. We’ll need those with 3 kids. Start with craftsmen to fix the housing.
That would be tragic. DC has an unique city plan, unique architecture even of the residential housing, an unique street-name system, and its special Rock Creek Park and roadway running top to bottom. The entire historic sense of L'Enfant's very effective streets-and-circles design to foil oncoming infantry divisions would become meaningless and probably ripped up. The NorthWest streets with embassies would find themselves in a maze of Maryland partisan politics.

The tragedy occurred in 1847 with the retrocession of the Virginal portion of D.C. back to Virginia, ruining the original 100 square mile D.C. layout.
Anything after that doesn't matter anymore. Give the residential neighborhoods back to Maryland, just as the residential sections were given back to Virginia in 1847. Nobody said the precious road names or layout would change, only the representation of the residents.
Keep the Capitol complex, museum row, monuments, and the Mall under D.C., and give back the rest.

And unlike any of their other authority, which at least arguably could be delegated, their authority over DC is "to legislate IN ALL CASES WHATSOEVER".
This phrase had a special meaning to the Founders, it was the power that Parliament claimed over the colonies in the so-called Intolerable Acts.

Do you know if retrocession in 1846 involved a request by Virginia, or an enabling act passed by the Virginia Legislature?
Because Maryland will never consent to retrocession if their involvement is required.
