They always had a rule where each team named a 3rd quarterback. He wasn’t on the active gameday roster, but he could play if both quarterbacks were injured

Not for like 10 years, when they just increased the number of players that could dress for a game by 1.
Most teams don’t use the extra player for a 3rd QB, I don’t think.
