No your wrong, you never had a bill with writing or markings on it? Unless it has been totally marked out it still legal tender.

When the bill is that marked up and toyed with, it’s usually up to the cashier whether they will take it or not.
If the bank refuses that bill, most retail managers will then dock the cashier’s paycheck for the cost of transaction, plus any related charges.
