Even the Secret Service says that if the message is written in the “margins” of the bill, it is not defacement. (It was in this case).
There have been examples of people who have gotten rubber stamps to write their message in the margins, then asked their friends to bring their money by to have it stamped. And such bills do travel.

Every 100.00 bill that I had/have are marked with a black ink going down across the face. I think to let the next receiver know it has been verified as legal.
Bills with various things written on them are passed to me all the time and I pass them along, there is no lost value as long as it is recognizable as US currency.
I guess we need a “Where’s Donald” or “Where’s Trump” website now?! Like the “Where’s’ George” dollar bill tracking website:

worked retail for years. by the time defaced currency goes to the bank for a deposit you can’t tell who was the cashier that excepted the defaced currency. If I ever had an employer that expected me to be responsible for the bank not excepting the currency I would have laughed in their face and tell them they will have to eat it.
