Looks like a jellyfish to me.
That is an anglerfish. They wiggle the little whoozits on the mouth end of that appendage growing from their head to lure fish to their enormous mouth area. Open their mouth, create a suction few small fish can escape. The males are tiny compared to the females, and attach themselves to a female for the rest of their lives. Their organs degenerate, except for their sexual organs, and they become dependent on the female for their life functions.
