A council in Australia appears set to effectively ban cats from being outdoors unless they are on a leash.
Planned changes to laws in Freemantle, Western Australia, would see felines prohibited from all council owned areas, including roads, verges and bushlands.
"While we have prohibited areas in our natural bushland, cats are still entering.
"At a minimum our bushland areas need a prohibited area buffer. Many of our native verge gardens which also act as a wildlife refuge also need protection from cats."

We had a major mice and bird problem with the wifes horse barn. My wife was trapping 3-4 mice every day. Brought in one barn cat and after 5-6 months nothing left.
The only problem is went to the neighbors house that had hummingbirds and such and wiped them out also.
Vicious little thing.

I’m not so sure cats are environmentally irrelevant or harmful: less cats, more birds; more birds, less worms; less worms, less aerated soil; less aerated soil, less growth. Nature has a way of balancing itself, maybe not instantly but it adapts quite well in a year or so. Where I grew up, there was a grand balance between jackrabbits and coyotes where they kept each other in balance year to year.

She also would frequently not come home at night -
stay out all night. Until she delivered a 'gift'
of four kittens under the basement steps one night.
Then I took her for a surgical procedure - so there would
be no more surprise kittens. I like kittens, kittens
are very cute - however...

I used to see a lady walking her cat on a leash in the next subdivision over. Haven't seen her in a couple years tho, the cat probably killed her.......

Then there will be an elephant problem that will require mice to scare away, however then there will be a mouse plague that will require cats to extinguish.

Even their cats are under lockdown now.
We have been using Jack Russells instead of cats for a number of years. The cats kept getting killed by coyotes. The only advantage a cat has is it’s climbing ability. However a Jack considers vermin catching it’s mission in life. They will keep after one until it is dead. A Jack on a mission is a sight to behold.
You just need a bigger cat. Even though NH Fish and Game denies it, there have been instances in NH of large cats killing and eating coyotes.
