In context - they are saying that looting is a term that almost excuses the action as occurring during another emergency - where this is “organized robbery” - I believe the intent is to point out this is more of a crime than “looting.”

It’s hard to discern a point to this article.

But I agree with you that “the intent is to point out this is more of a crime than “looting.”” The author of the article has a hard time driving that point home.
