These leases may be required by law. I seem to recall there was a to do about the administration trying to avoid some required leasing a couple of months back. This may be the required auctions.

Biden wants the revenue from the sale of these areas...BUT, he won't allow them to drill or recover any of the product.
Today's infrastructure bill PROHIBITS extraction from "unincorporated areas".
And then prohibits extraction near inhabited areas ....i.e. incorporated areas"....
