Netflix has different plans. Make sure no one else is watching when you are.Netflix has tiered family plans allowing multiple people to watch at once from different devices. Pretty sure they've got to be using the same IP address.

Yes. I get Netflix thru my T-Mobile account and it’s happened to me.
