There's nothing in the NYPost article indicating that the investigation is being conducted by law enforcement. Instead the investigation appears to be by Superintendent, Sondra Combs or by Hazard Independent School District Board of Education.

Given past incidents involving the same people mentioned in the news article, the investigation may not want to expose the failure of the board or superintendent to stop this student/faculty debauchery before it was done.
