What makes you think they can’t be enforced? Fauchi funds (with US taxpayer dollars!) research into gain of function research in Wuhan, because such research is illegal in these United States.
Are US laws being enforced against Fauchi here in the US?
Can US laws be enforced in China? Heck, China kicked FDA inspectors out of filthy meat packing plants in China processing chicken to be sold in the US as "made in USA" products.

No. My brain and common sense. I am sure that when the Chicoms put melamine in the dog food, or shipped moldy wallboard to the U.S., they were violating some federal laws. The FBI and OSHA and the EPA do not have a free hand in Red China.
