What makes you think [U.S. federal laws] they can’t be enforced [overseas]? A reporter or a blogger says so?

No. My brain and common sense. I am sure that when the Chicoms put melamine in the dog food, or shipped moldy wallboard to the U.S., they were violating some federal laws. The FBI and OSHA and the EPA do not have a free hand in Red China.

Not a good analogy. American companies bought product/ingredients from Chinese businesses.
This is funding which is a pre-research process. That means the parameters of the research are established beforehand and on site inspection can be part of that.
