It sounds like he’s translating his French into English...if he is French. It seems clear to me that he believes the shots caused him difficulties but he is aware that it doesn’t for everybody. He regrets taking the vaccine now and feels younger persons shouldn’t have to take the vaccines if they don’t want to.
He sounds like a version of the “sadder but wiser” man, to me!
