If you're talking about cellular towers, communities have been asking that they be made less conspicuous for years.
I've seen 'em spliced onto baseball diamond light poles and in one case 'way out in the sticks attached to the side of a 90-year old grain elevator.
Making them look like trees is a new one on me, though. Sounds like an expensive/complicated solution that only a bureaucrat could have required.
They look like really crappy overly tall Christmas trees around here. The skimpy kind where all the needles fall off. If the new one I saw was a cell tower it sure wasn’t for my carrier.
I first saw a signal tower made to look like a tree about 25 years ago.
As you indicate, there are reasons of esthetics.
