It would be very easy to display a rock and say it was ‘from the Moon’. Most people aren’t going to test it chemically or do radiometric dating tests.

The pic on the top looks like one of the glass pieces. This is one of the primary pieces the Apollo mission was looking for. It proves the a micro-nova from our sun or a massive solar flare. They where theorizing this in the 60’s. IE: Heinrich event
An individual cannot legally own a moon rock. Supposedly the feds will go to the ends of the Earth to recover one that is not in its appropriate location.
It’s that way with any “forbidden” substance. Pick up an eagle feather and you might as well be caught with a WMD.
People have had their antique musical instruments destroyed because the feds found out they were made with ivory or some species of exotic wood the EPA decided to outlaw.
