It was transporting young gulls past state lions for immortal porpoises.
It had to do with an experiment of a mad scientist who discovered that feeding porpoises newly hatched seagulls extended their life almost indefinitely. The porpoises were housed in an aquarium that belonged to the state and had two stone lions, symbols of that state, guarding the entrance.
