Clearly a safety violation if the shotgun is loaded. But from the angle it seems like the shooter is aiming away from the people though they are down range so to speak.

I doubt she's shooting live rounds...they have no ear protection and while they are probably partying, no amount of chemical refreshment will stop you from jumping when a shotgun goes off.

It is still a great picture.
