"If he's still getting paid even for the games he can't play, then he may have no need to sue the city/state government."

The belief is he would be fined by the team for the home games, losing a sizable amount of salary.

If that’s the case then he should probably sue the team first, and then let them bring the city/state in as a third party defendant.
