Meyer, I’ve been following your situation closely from lurkdom. I’m in the same boat, though we haven’t seen specifics other than the 22nd date.
This is coercion. The federal government has broken faith with We the People.
Told my director that this time to take a stand. Fortunately, I also can retire, not optimally when I would have, but things will work out. Like you, there are others in my organization who will do the same.

Did you notice, in the email, any statement about repercussions for not complying, or was it conspicuously absent?
If it is absent, as mine was, this may indicate the threat as a vacuous threat.
