The classic discussion is always Nature or Nurture?
Is IQ affected by nature — that is, genetic destiny? In which case one might be concerned that blacks would be doomed to always be behind all others, with no possible solution.
Or, perhaps it’s all about culture, and family, and how children are raised and nurtured? In which case, there would certainly be hope that blacks could catch up and any IQ discrepancy could be eliminated.
Usually the compromise conclusion is “a little of this, a little of that”.
But what is telling is that any effort to suggest improvements in how blacks raise the next generation immediately runs into anger against “acting white”. Reading is for suckers. Ebonics be more better than the good English. Math is racist, yo.
The one area in which some control and improvement could be sought, is the one area that they will not go. Which, frankly, makes me think that the “nature” side of the problem is actually dominant.
IQ does not equate to successful life. There are plenty of high IQ Harvard grads that think communism is great and are doing their best to destroy the free enterprise system. Ethics and hard work count too.

I suspect genetics has much to do with the formation and collaboration of societies regardless of the prevailing intelligence — kinda like a genetic gravity towards the inevitable forms of conduct.
And it doesn’t need to be a racial thing. Consider the Rats.
