My understanding is countries dollar reserves to buy imports is declining fast because of the Covid’s impact on global trade so they need an alternative to the dollar.

Maybe MMT is undermining faith in the stability of the dollar. Crypto is one attempt to bypass that, although at present its even less stable.

I suspect the idea is to move toward allowing BTC to take a place next to the dollar as a legitimate currency in Panama.
And of course, massive amounts of capital are going into blockchain companies, creating jobs and value. I suspect they want to capture some of that for their economy.
Many do not realize Panama City, Panama is a world banking center. Every time I've visited, I'm amazed at how the city is growing and flourishing.
If you've never seen the ocean frontage, it is gorgeous...
