Why not? Why do they have to gamble with their lives that the person in the car doesn’t suddenly start shooting? By the time they start shooting, it’s too late. I was looking at that video of the cop shot in New Mexico, the cop walks up to the passenger side and the punk jumps out the drivers side with an AR-15 and starts shooting and then the cop is trying to unholster his gun which by then was too late, he was killed. I see what you are saying though, that if they walk up with their firearm drawn they might mistake someone with a firearm and let loose, but that’s where training comes in. Too many cops are being killed with this “Let them shoot first and THEN unholster your firearm”
