Yes the CDC is treating an American territory as though it was just another foreign Caribbean island...

When I was there on Aug 17 on a cruise only fully vaccinated passengers could go ashore...with mandatory masks...

just like the other islands...

While there were special ‘bubble’ shore excursions for the other islands there were none at all allowed for PR...

a bubble tour was one designed for unvaxxed groups of children and adults...beach trips which kept them far away from other people...escorted and guarded and herded and corralled at all times by cruise line staff as though they were vicious criminals instead of little children...

The CDC would not allow American citizens to enter their own American country...

However they could return to the port in Florida and travel home to their own state days later...and without a guard...

A nice chart here, but even better the link below. Also the figure to look at is DEATHS PER MILLION population. According to that only 5 states have lower death rates than Puerto Rico, and many states have double or more the rate. Perhaps we need to start limiting travel in the US, like trips to Sturgis.
