Those exposed to SARS in 2003 have immunity to SARS COVID-19, and not just those who got a COVID vaccination as you state. The Singapore data shows that SARS-CoV-2-specific T cells are present in
all [emphasis mine] subjects who recovered from SARS 17 years ago.

So, the CDC is hanging their proverbial hat on this Kentucky study that shows natural immunity conferred on those that have survived a Covid infection are 2.3 times more likely of getting reinfected. Here is the "buried truth" in their findings. I might have read this incorrectly but this appeared in a synopsis of that Kentucky study:
But a new study from the U.S. Centers for Disease Control and Prevention, based on data from people in Kentucky who contracted COVID-19 a second time, says the vaccine boosts immunity in people who have had the virus.
Unvaccinated people who contracted COVID-19 are more than twice as likely to catch it again than those who got vaccinated AFTER contracting the virus, it said.
Did you catch that. I'm reading it as the vaccinated group were also Covid survivors that chose to also get vaccinated. Not "vaccinated only" people.
