That story finally says what the reason was for the OD’ing: people had taken the whole tube full!

That is the key piece of information, the amount that is too much, and by inference, there is an amount that is not too much.

They do talk about the ongoing studies into the medicine.

I talked to an Oklahoma doctor recently that said, "yes, hospitals are close to capacity" but mostly due to illnesses and surgeries put off during the lockdowns. His estimate was that only about 10% are coof related.

I'll ask him about the IVM od's next time I see him.
