I do not grasp your thinking on this hand count stuff. When you pump in many thousands of fake ballots into an election, the problem is not the total number of ballots, it's the fact that so many of them are illegal or fake.
The question is, “Were the fake (or illegal or duplicates) counted?” In my state, each ballot is checked against the signature on file that the voter presented when registering. If it is not a legal vote, it is not counted. I can almost guarantee you that every state does the same type of thing.
I ran for statewide office twice, so am somewhat familiar with how things work.
