But they give the number of positives over the past week at 3,014.

That means 1-23/3014 * 100 = 99.2% chance of not needing ICU if you come down with Covid

And that's assuming the people in the ICU were only sent there since last week, which more than likely, of that 23, there are elderly who have been there for weeks/months meaning the your chances of not needed the ICU are more in the 99.9%+ range.
