I think we’re confused about this because we’re mixing two different things. I don’t think the vaccine manufacturer’s liability is tied to the CICP vs. VICP designations. As far as I know, those payments for damaging side effects are made by the U.S. government, not the vaccine manufacturers. I believe the vaccine producers are immune from civil liability in BOTH cases.

Yes it’s true the government (taxpayers) cover the liability cost, but CICP costs the government (taxpayers) less than VICP. If the government believes the vaccine to be safe why not cover it under VCIP?
