There’s likely some truth to that, but maybe Comma-La prefers to remain breathing and above ground.

Kamala doesn’t strike me as the kind to sit back and let another gal impose her will on a throne that Kamala herself has her sights set on.I agree. Kamala, however, will not force Joe out just yet. The last thing she wants is to step up to the big chair now and Immediately become the center of attention for the Afghanistan debacle. She now needs to keep a low profile for a few months until she feels the dust has settled enough for her to take over.

 It's also the reason why Biden might stay as the designated puppet far longer than we expect. Biden can be controlled whereas Kamala might decide to do things her way and not always follow orders. 
 Literally Biden will just repeat whatever words you put on the teleprompter.
