A friend of mine who has family there says they hardly have any icu beds. Well they’ve a had a year to figure it out. Geez
Hospitals tend to run on certain economic principles, geared toward population, historically routine needs, etc.
They may have seen no need for more ICU beds; and may now see a need for trying to guarantee that too many don’t wind up there.
I wouldn’t second-guess how a unique country, very different from my own, decided to handle this.
