The Generals I paraphrase are referring to Taliban.
Trump also had our military destroy ISIS. But the Generals just today say ISIS has reemerged with the Taliban, they’ve been sighted with Taliban now entering Kabul.
The point is Trump allowed ROE that the US Military could use to keep the peace with minimal presence of boots on the ground. The Taliban respected the new ROE.

There’s a reason he said that. We have completely disregarded that advice time and time again. Perhaps in today’s modern & complex society it is really no longer a factor that could even be considered, but I’m not buying it because we never tried to follow that advice from George Washington.
