Yep, you could put a plastic bag over a kid's head and they could still get infected. N95 masks take a knowledgeable adult to handle correctly.

So the first thing to do IF you get mask mandates is to teach kids and adults how to use them. Since that's not happening - people in flyover know this is primarily a way for silly white liberal 'elites' to push people around.
