In other words, there is no liability shied to local bureaucrats if they don't push the shots.
This sets up a legal dilemma. If local bureaucrats push the shots, they can't get sued. If local bureaucrats encourage freedom of choice and freewill - ya know, the American way - some Karen can sue their azz.
