I don’t think it can move or be towed.

It will have to be dismantled in place.

I wonder why they could not just cement it in. and make it a walk-in historical hotel.

That makes too much sense and it is way too cheap. The ship is being held hostage by the establishment. Either citizens cough up money for and insanely generous contract so that Nancy Pelosi or her nephew Gavin Newsom can milk us dry they will destroy the nice stuff, it's just the way it is

that’s the best idea - keep it as a tourist attraction/restaurant/hotel. Surely something historic is of more cultural importance than $700K ‘homeless’ apartments
