The difference is: if 74,000 more ballots were sent out than were what were actually cast, that’s a nothing-burger. It’s expected that more will be sent out than are actually cast in other words. Especially if they weren’t requested in the first place (which I don’t believe any of these were)
The former, if true (and I believe it is) is what is of concern. There is no reason, that I can think of, that 74,000 LESS ballots were sent out than actually cast. Actually the only reason that would be “innocent” would be a “clerical error”, but still that shows gross incompetence at best.
I don’t listen to that podcast, so I don’t know what was said. But maybe they misspoke there, or, you heard incorrectly. But no one will care (as they shouldn’t) if 74,000 more were sent out than were cast. That would just show the usual apathy for voting that unfortunately plagues the US populace.
