Very well then. Having lived in Williamsburg, VA there was a magazine were colonialists kept all the rifles with which the militia was to be suppled. Even if one was too poor the officials would put a rifle in your hand when you were summoned.

So given the tradition, the local sheriff of your county could provide an appropriate firearm to all those who could not afford their own.

That was the original intent. Bring your own or we will give you one.

You would think someone who makes their living with language would be more cognizant of how language evolves over time. Words and phrases that are idiomatic now were not necessarily common 200+ years ago, and vice versa. I would say that firearm ownership is exactly what the 2nd Ammendment is referring to.
